Cum Laude Doctor in Law, Extraordinary Award of the Complutense University in Madrid, Spain, Lawyer for the Pontificia Universidad Católica de Chile (1986) , Specialized in Political Science and Constitutional Law from the Center for Constitutional Studies in Madrid.

Experience in the public sector as Advisor for the Senate Presidency (2011 – 2012), Advisor for the Ministry of Public Works (2008 – 2010), Advisor for the Ministry of Justice (1991 – 1993). He has provided legal advice from 1994 to date for various ministerial portfolios and public entities, such as the Ministry of Economy, Mining, Energy, as well as state companies such as Codelco, Metro and Enap. In turn, he served as legislative advisor in the Senate for the National Congress (1995 – 1999).

More than 25 years of professional practice, he has participated in numerous and complex projects of public-private infrastructure, concession systems and public services, projects of great mining and electric generation and transmission. Noteworthy mentions include urban and interurban highways, tunnels, airports, port accesses, public transport, mining, metallurgy, reservoirs, desalination projects, civic centers, and real estate complexes.

Professor of undergraduate and postgraduate courses at the most prestigious universities outside Chile, teaching and lecturing abroad, mainly at the Complutense University of Madrid, Bologna University of Italy and the University of Buenos Aires, Argentina.

Author of books and numerous publications related to Constitutional Law, Environmental Law, Administrative Law, Regulatory Law and Economic Public Law, among other publications. In addition, he has been the General Coordinator of the work “Chile Desarrollo Sustentable”, and “Dialogues of the Bicentennial of the National Congress, Chile: Institutional Strengthening and Citizen Participation, Water Resources, Energy and Concessions” (Library of the National Congress 2012).
